I wanted to know if it is possible to create an action in Photoshop that when executed will draw out the shape of say an eyeshadow onto an eyelid , I have tried but the action only seems to record what brush i pick , the colour and creation of a new layer. Thanks for any help.

yeah i dont think an action will work for you. Your best bet is to create a custom Photoshop brush instead. An action won't automate brushstrokes, but you can create an action that will paste the contents of the clipboard onto an image. So if what you want to do is paint the same eyeshadow on multiple images, you could paint it once on a layer, copy it, and then make an action that will paste it into the same spot on other images. I use this to automate pasting "Demo" on a folder full of targas.
I think that an action like this will only paste whatever happens to be in the clipboard at the moment, so you have to remember to copy the right thing before running the action.
