I was wondering what version of the photoshop is most people using. Is Photoshop Elements 1.01 that I have going to be enough to make outfits?

I wasn't able to find the version number of my Photoshop Elements.

It should be fine for most things, until you need transparencies at which point GIMP will be of some use.

It will be fine for everything. You can even use it for transparency, although you won't be able to see or edit the Alpha channel directly.

See post #7 in this thread for directions on how to do transparency in Elements.

I'd just add, after some more experiments and questions, that if you are using a mask on a layer, you should click on the Layer Mask, not the image thumbnail when making the transparency. And if you have reduced opacity in a layer that doesn't have full opacity under it, you might want to make a composite layer, and just get the transparency information from that. (Tap Shift+Alt+Ctrl+E (Shift+Option+Command+E on a Mac) with an empty layer selected.)

Or, if that doesn't work in Elements (I can't test it, since my trial has expired,) just copy that layer, merge the copy with an empty layer, and then hide the original. You need to do this because the "ctrl/Command click the thumbnail" trick doesn't take layer opacity into account; just pixel opacity.

Hope that's clear enough! If it's not, let me know. I'm very tired just now, and not really sure I'm speaking English. :D
