the tatoo section (maybe texture?) of the body leg/shin part. if i were to make a solid transparent texture for that, would the shin/leg i put on it turn invisible, or would it basically have no effect on appearance?

It would have no effect. To make parts of your avatar invisible, you need to attach scripted invisiprims.
