Hi, I'm trying to make jewellery, I'm new to building. I wanted to ask is there a way to achieve a bakelite or enamel effect?

I just did a 15 second Google search for "Photoshop enamel tutorial" and found  . You know more about what you're looking for, so with a little diligent digging, I'm sure you can find more.

Thanks for that Rolig. I'd been trying to find photos and take my own but it hasn't worked out to good

This is something that you are going to need to further experiment with. What you are really looking for is the specific reflectivity of enamel and bakelite, since the actually pattern or color can be anything. You'll need to find the right balance between the reflectivity settings and the texture that you apply to the prim to get the right effect.
If for example you are making bracelets, you can add spot reflections and highlights to the texture in photoshop to augment the reflectivity that you add through prim properties.
