LOL! That was my first thought!
I have made flexi-skirts, but not shirts. I really do not see any advantage for a full prim/flexi shirt. I've added flexi sleeves to PS shirts though which can be a nice addition.
First off for flexi skirts you should have an idea in mine, eg you want a skirt with a waistband which will mean a non-flexi like belt around the waist to attach the flexi prims to.
Second, I use very thin curves (hollowed 1/2 cylinders), tapered slightly at one end and layer them around attached to the *belt*. You can decide if you want them to be flatter or fuller depending on the end result desired.
I do not work with the prims in flexi mode...but I usually have the first one flexied when deciding on placement, length etc to help myself visual how the finished product will look.
All you need is patience, basic prim/building knowledge and a posing stand...oh and some good textures. Poor textures can kill the garment.
The flexi skirt will show the hiney when you walk, so make a pair of boy shorts (or glitch pants as I believed they are called) and match the texture to the skirt. This way you won't expose yourself (or your customers).
There is also another method which I am not fond of, but I see a lot of it. Simply taper the flexi prims so that they come to almost a point at one end, then bring them all together thin end up and angled out like a tee-pee, /\ or a partially opened umbrella.
The skirt is then worn with the pointed ends (the top) in the center of your AV's torso while the thicker ends flare out around you.
I'm sure there is more that I have not touched on...and I'm sure someone will come along and fill in the gaps.
