can someone give me a link or explain to me on How to design clothes (like add belts, logos, Etc) and what programs i will need

The software: Anything capable of manipulating images and producing .tga files. Photoshop, PaintShop Pro and GIMP are the big faves.
The designing - learn how to use any of them well, and add your various bits to the clothes. You'll want to think about the layers too - in terms of which clothing layer you're going to put the bits on. Belts on trousers (pants) *probably* go on automatically, but having them in a separate clothes item gives the wearer more choice without having to make multiple copies. Showing my age a little the loose wide belts that were worn as a fashion statement a decade or two ago over here as a fashion statement (hanging loose usually slightly slanted, waist to hip) might be better as either an attachment or as a separate clothing item so you can choose whether or not to wear it. This isn't a complete answer - hunting around in this forum will also find you a lot of tutorials, tips etc. Really general questions are hard to answer, and the tutorials probably do answer most of the basics.
