Any idea if this sort of thing can be applied to, say, a pleated skirt?

Yes, it can, but pleated skirts are widely acknowledged to be tough subjects :mad:
You'd have to get into each and every pleat to make it convincibly realistic.

By now, there are loads of tutorials on making folds, wrinkles, dimples, ..... The topic comes up in this forum VERY frequently. I suggest that you try several search options:

(1) Read through the stickies at the top of this forum dealing with Tutorials and with Photoshop Tips and Tricks.

(2) Do a search of this forum's archives --see the little box labelled "Search This Forum"? -- for keywords like "fold," "wrinkle," "shading," .....

(3) Do a Google search for "Photoshop + tutorials + folds" or whatever obvious combination strikes your fancy.

I'm confident that sooner or later someone will start posting links to their own favorite tutorials here. Someone always does. ;) But you'll have the best luck if you search on your own. They're ALL posted somewhere.
