I have seen some 'see-through' fabric in world that has been made in PhotoShop...can someone please tell me how this is done or point me in the right direction for some instructions? Sheer fabrics are a real big seller and I must know how to make them...

you need to use an alpha channel to make transparencies. here are some threads that should help you out.

how exactly you do it depends on the application you use, but yes, it is a semi-transparent alpha channel.
