Is there a way to make a tattoo go on my head without adding it to a skin (as i suck at making skins)

You'll have to make it with prims. You take a transparent tatoo and put it on a prim and then slap that prim on your face. Perhaps a sphere or torus prim would be able to hug your face closer.
