Texture compression done by client or server?

Are textures compressed by the viewer during upload, or by the server before being sent back to the viewer?

I assumed it was peformed by the client due to that lossless compression checkbox for < 128x128 textures, but I suppose that could be associating a boolean value with the uncompressed texture on the server, which dictates whether it should be compressed before being sent back out.
