I have been looking all over SL for this one specific texture and have been unable to find it...maybe if I post here, someone can send me a copy either in game or link it to me here..ok here goes =P..
I have SEVERAL..Brushed metal textures, what I am looking for is a shiny Chrome/Steel texture..think of a brand new chrome bumper on a new car and truck...I want no design in the texture ( no swirls, or prints or anything ) Just looking for shine shine shine...I have tried making in it PS and PSP but no luck..If anyone has something like this please let me know here or in game, Thanks!!!

I would think that chrome texture is like a mirror, it has not color of it's own but reflects it's surrounding. So to make a chrome bumper, put the front of the car's image in reverse on the bumper's prims. Adjust the texture's offset as required.
Or make your bumper light grey, turn shiny to max, and turn shiny on in your prefs.

Run a multiply layer of light to dark gradient over an existing brushed metal texture. Chrome stuff normally has very high contrast reflections.

Something I learned from Chip Foose on Overhaulin' - The human eye (and brain) is easily tricked - the brain knows that chrome is highly reflective, the sky is blue, and the ground is brown (or orange for a warmer feel).
In one episode he airbrushed a chevy emblem using silvers (in SL that's just light-bluish-grey, with some light or medium shiny) and then applied a sky-blue tint to the top of the emblem, and an orange-y shade to the bottom. Looked absolutely awesome.

Cottonteil's suggestion is good, but just so you know, it's pretty hard to pull of chrome convincingly in an environment that doesn't allow reflections. As Pratyeka said, chrome is defined by what it reflects and how it reflects it. It's kind of like tofu, not much flavor of its own but it soaks up surrounding flavors and enhances them quite nicely.
I would suggest using some high contrast gradients. Usually when chrome or other very shiny metal is faked for logos and such, that's how it's done. If you have Photoshop, take a look at the default gradient samples, particularly the ones labeled "Copper" and "Chrome". You'll see that there is a distinct pattern from light to dark to light to dark to light again. Years of exposure to this pattern in paintings, graphic art, and elsewhere has programmed most of us to think "ooh, shiny" when we see it.
Beyond that, be aware that the look of chrome changes dramatically, depending on the shape of the object it's on. Since you're doing shoes, I'd highly recommend studying some photographs of existing chrome or silver shoes. If the toe area is pointy, it will reflect differntly than if it's round. If the heel high and spindly, it will reflect differently than if it's wide and squat. In the areas where the shoe follows the curves of the foot, the shape of the reflections will vary in accordance with the curves.
In summary, to do this right will require some artistry. It's not quite as simple as just "finding the right texture". Chrome is one of those things in SL that takes effort to do convincingly.
