You can't make clothes in Poser, no, but you can certainly preview them in it. To make clothes, or any other textures, you need to use a paint program. For 2D painting, Photoshop, Paintshop Pro, and GIMP are popular choices. 3D and 2.5D paint programs, such as Photshop Extended, Zbrush, and Deep Paint 3D are also an option.
