The best? That's easy, Adobe Photoshop.

Second best (at least on Windows) is JASC Paint Shop Pro.

If you can't afford those, try GIMP. The UI is pretty much crap, but it'll do what you need.

If you can't use any of those, try MS Paint or suicide.

*sigh* The Gimp will do so many things, and do them so well, but yes, its interface is awful compared to Photoshop. I still love it anyway, been using it since early beta.

I usually use the Gimp to make freeform textures; patterns, designs and colors...then I process and tweek them in Photoshop before uploading them.

Photoshop rules when it comes to compositing images for use as clothing textures and such.

I've never even used PSP, but many swear by it.

I'm on the PSP list. I have Photoshop (5.5) and PSP (7.0), and I prefer PSP over Photoshop, hands down.

Photoshop will do a few things that PSP won't. But... those are things I never use. On the other hand, Photoshop's interface is only user-friendly to someone that's taken classes on PS, or who uses a Mac regularly. I don't fall into either of these categories. I just find PSP easier to use, because it has a more intuitive interface (for a Windows user.)

Not to mention, PSP is much more bank-account-friendly than PS is. ;)

What Grim said. I love PSP so much that I insisted my job get me a copy of it to do my relatively minor sign making/small ad creating work rather than spring for a copy of PS for me. I told them if they bought me PS they'd just be paying me to re-learn everything I know in an interface I didn't like to use :). They bought me PSP, lol. I never was a mac user, and I agree, it seems to be oriented toward that kind of interface.
