That really depends on why it's blurry. It could just be taking a while to rez the new texture. That's a nuisance, but texures do load in four steps -- sometimes taking hours to rez completely. So wait and see.
It could also be that you uploaded the texture in some odd size (not a power of two), so that SL redimensioned it and squished/stretched the heck out of it. If that's the case, be very careful to only upload textures that have pixel dimensions in powers of two (i.e., 128, 256, 512), so SL doesn't force a dimension change.
It's also possible that you messed up when you made the texture. The smart thing to do with clothing is to create the texture at 1024x1024 (or even larger) and then downsize it to 512x512 before you save the uploadable TGA or PNG. That will tend to preserve image sharpness. If you created the original texture at 512x512, it would not be quite as sharp. If you made the mistake (heaven forbid) of creating it at a smaller size like 256x256 and then upsizing it, then you really created fuzziness.
I suggest that you read the sticky thread on File Sizes and Formats at the top of this forum very carefully if you haven't already.
These aren't the only things to watch out for, but they are some of the most common ones.
