Is it possible to convert a texture in my inventory to a pic, and if yes, how?

Yes, just apply it to a prim - rez the prim, drag the texture from inventory onto one side of the prim and there you go. You might want to resize the prim a bit too, and there are ways and tricks to making it appear nicer (frames for example), but that will work.
Pic on hard drive? Although there are other ways, essentially you should only do it if the texture is full perms. Open the texture, then file>save texture as... and save to your hard drive (it will save as a targa by default).

What Im trying to da is: I have uploaded a pic from my HD to SL. It automaticly saves as a texture. I want to use it in a notecard. Then it cant be a texture, but need to be a pic.
How to do this?

Yeah.....If said texture has rights on it you can it doesnt matter if its a pic or a texture (please note a pic and texture are same thing) Picture just means it was something taken in world. There isnt a difference there at all except where it was taken. So no there is no way to convert it but if it is something you have the rights to it will work in a notecard regardless if its a picture or a texture. Doesnt need to be one or the other.

It is not possible to drag and drop a texture in a notecard like you do with a pic. So still have the same problem

So still have the same problem  Rule number 1: Pictures ARE textures, they just have a different icon. Textures can be added to a notecard with the proper permissions; that being full permissions. If you drag a texutre (or picture) that does not have the proper permissions over a notecard and hold it there for a second, it will tell you why
