I've never used the Picture It! Photo 7, so I can't say for certain what it can do and what it can't, but from what I've read about, I don't think it's quite up to the task. One review I was able to find on about.com pretty much sums it up, "For serious photo manipulation, the tools are a bit too limited and cumbersome to work with, but it won't disappoint those looking for an abundance of creative effects and fun designs." In other words, it appears that the program is designed for simple things like taking red eye out of your snapshots or adding text and other effects to your photos, and is therefore not equipped with the tools you need to do serious artwork. Sorry to have to tell you this, but generally speaking, Microsoft is renouned for making the absolute worst imaging programs on the market. (To their credit, MS does make a hell of a word processor, but unfortunately their graphical programs have always been atrocious.)

What you need is a a program that is capable of creating targa files, uses layers, can create alpha channels, and has precise painting and editing tools. Photoshop is ideal, and a lot of people use Paintshop Pro, which is less expensive. Also there's GIMP, which you can downlaod for free from www.gimp.org. If you go with GIMP, I'd recommend downlaoding a utility called GIMPshop. This will transform GIMP's interface to look like Photoshop's interface, which most people find much easier to use.

Ooh, hadn't heard of GIMPshop. That's a very good tip if it delivers on its claim reasonably well -- thanks! I tried The GIMP years ago but abandoned it, as my own PhotoShop habits were too strong to break. :P
