Now before you go Pfft at me...I was hanging with a friend in SL and well she pulled out a demon avatar and she had these awesome glowing rune tattoo's. So I went cool and then that was that till I really thought about it and got an idea on a nice spiraling arm piece. So I did some searching used the glow tools in GIMP and I thought I had it right. http://img.photobucket.com/albums/v220/Darksteelcomplex/Snapshot_001.pngAs you can see didn't get the desired effect. while in gimp it looks a lot brighter when I moved it over to SL not so much and yes I know it looks crappy it was just a test. Want it to glow a lot brighter then that, so I'm not sure if I'm doing the color bright enough or not or missing a step somewhere. If anyone got an idea please I would appreciate the help.

Try running the "unsharp mask" filter across the texture a couple or more times.
Filters > Enchance > Unsharp mask

You sure it wasn't just prims placed very near the skin with tattoos on them (then a bit of glow added)
I noticed this is what people seem to be doing with facial tattoos lately.

I noticed this is what people seem to be doing with facial tattoos lately. to be honest i to have seen this and wondered myself into thinking they must have obtained a skin wearing dummy and found a way to use its shape like that of the face of a skin dummy to mimic such texturing attempts. be it they would fail if the face was greatly changed from what the dummy was designed from but knowing these new fun seekers they only wear some expensive skin and make their avatars buff and cute but never change the face.
