Is there a way to make something on a shirt 3d? like if i put sequins on them?

You can either texture the sequins directly onto the shirt with a convincing paintjob, or you can model the sequins out of prims, link them all together into five groupings (torso, left & right upper arm, and left & right forearm), and then attach them to your avatar.
