hi there i would like to inquire is there any skin template one can find for SL skin making?

The templates for SL are merely textures that have guides on them. They are the same for clothing, skins, anything that gets placed on an avatar. The wireframe construction of the avatar can't be changed (not in this version of SL). The textures that wrap around the avatar all wrap in tha same fashion based upon a 512x512 resolution texture for head, upper, and lower body.
Chip has some really excellent guides for applying skins, clothing, and other textures to the avatar stickied at the top of this list.

ahh so a uper/lower and face template is only use for skin creation?

Yep, you need all three to do a skin.
