Making cloth on Teen Grid

I have a daugther on the Teen grid. She wants to create cloth. She knows how to do it using photoshop and TGA-files and we have done it togeter on the Beta Grid. The problem is that on the Teen grid she has to pay for uploading files. And she has no money and I dont want to register a creditcard on her account.

So how do I do? Can I transfer some money to her account? Can she do it without any cost or ... ?

I would assume that the teen grid/accounts, can have a USD balance also? If so, can you not get her her own paypal account and give her an "allowance"?
