help. im trying to find free templets to make tattoos. do they exist? i have paint.net. i already know how to make the tat with transparent background. what i dont know how to do is put it on clothing. like a shirt or jacket and in a peticular spot and size.

Use the standard SL av templates at http://secondlife.com/community/templates.php. Then upload and create a new shirt, jacket, whatever with your texture as the fabric.
