Well im nearly at the end of my skinning journey , and am now doing makeup for my skin.
I would like to know what is the best way to make eyeshadows look shimmery and glittery and how do I make a Red eyeshadow for example with flecks of gold glitter?
One last thing , how would I make 'cream' or 'paste' eyeshadows look , well like the texture of cream or paste?
I appeciate all your help!

Your best bet is to find a photo of someone wearing that kind of glittery makeup and examine it really closely at the pixel level to see what kind of patterns are there, then try to replicate it. A technique for that might work is to do two different eyeshadow color layers (one for the base color gradient and one for the shiny bits) and use the "dissolve" layer mode for the shiny bits layer. Then combine the two layers and give it a slight blur.

There are also some paint programs that have pretty nice glitter effects, like ArtRage http://www.ambientdesign.com/artragefeatures.html

Don't expect fully realistic effects like glitter and powder from your 512x512 upload textures. The resolution is just not there to render the individual details. Glitter texture tends to look like blurry pixelated chunks in such a case. A lot of the good effects like this are clever treatments of highlight in the right spots. A trick that I use is rendering these details at a much higher resolution (2048x2048) than the upload size and letting the resampling smooth out the effects. It looks more natural than trying to push out details (like the over use of Unsharp Masking) where there are none.
