What is the free program that can be used to make textures and such? Like the program for people who don't have Photoshop?

What do you mean "the program"? There's not just one. There are hundreds. Any program that can save TGA files with alpha channels can be used.

The most popular programs are Photoshop, Paint Shop Pro, and GIMP, but there are many, many more. Photoshop is the best way to go, hands down, but if you don't want to spend the money for it, PSP is okay for 1/6 of the price, or GIMP is free. GIMP's interface kind of sucks though, and it's difficult to find tutorials for it, so if you decide to use it, I'd highly recommend also installing the GIMPshop plugin (also free), which will change its interface to be more like that of Photoshop.

PSP is available at www.corel.com or at some software stores.

GIMP is available at www.gimp.org.

GIMPshop is available at www.plasticbugs.com.
