animation of repeated textures revisited

I want to raise this issue again because I think things may have changed in RC 1.20.8. I have two objects, one sculpted and one block, with repeated textures which are animated with " llSetTextureAnim (ANIM_ON|SMOOTH|LOOP,ALL_SIDES, 0, 0, 0, 0, <rate>;). When the items are rezzed, on arrival of me, the creator, or an alt, at their locations, the textures appear unrepeated (which ruins either of the objects*). However, if either creator or the alt, who cannot modify it, right clicks and chooses edit, then immediately closes the edit dialog, the texture repetitions are restored. Thereafter, the textures are non-repeated while editing but revert to repeated when not editing. Editing a different object has no effect, leaving the textures repeated. is this repeatable? Is it a bug? Is there a work-around? Is there a Jira? If not, shall I start one? I don't want to have to put up signs saying "try to edit this if you want to see it as intended". Is there a way to script a toggle of edit mode on detection of an arriving avatar?

*one is a lake, and the other is a fascinating animated sculpture.
