Rick,
First welcome to the forums. As you are totally new to this is might help to know that each forum serves a purpose.
Building for Building tips
Texturing for Texturing tips
Scripting for scripting tips
These to name just a few are forums for help on designing and creating.
As you are not designing and you want someone to make it for you then your post would come under the Forum 'Products Wanted'.
If however you wanted to learn how to design your own clothes then this would be the correct forum for advice and guidance on How to.
Try reposting and renaming your thread so thats it is in the right forum with a better description of what you are looking for.

you can talk to a designer about doing custom work it that is what you want, some will do it for you
