Prepare your targa (or jpeg) file, ideally in a power of 2 size on each side (32X32 or 256X256 or similar).
Then file>upload texture

You textures need to be either .bmp, .tga (24 or 23bit), or .jpg. To upload into SL go up to the file menu at the top left of the SL interface. If you just want to upload a single texture then select "upload image." If you want to upload several in one go, select "bulk upload"
