Okay I'm missing something. What Iwant to to is have a tintable car with textures overlaid like decals. I can import an apha channel image with the decals but when applied it turns the prim clear with the decals or if I put a non-alpha image map on I can tint the prim but it also tints my decals. Anyway to color the prim and not the alpha channeled decals?

You would need two prims to do this. One prim would need to be offset or sized a little smaller than the other. You could then apply the tintable texture to the inner prim (make sure it is 24 bit with no alpha and 100% opaque) and the 32 bit decal texture to the outer prim. You might want to add scripting to change the tinting of the inner prim since it will be difficult to select initially.
