I have been messing around in Paint Shop Pro creating clothing. I can get the Alpha channels with little problem. But I am curious on what techniques there are to shade the clothing. I know on Chip's Template, there is a layer for shading, but I am lost as to how I get that shading on to my piece. Everytime I use burn or dodge, or even the airbrush, it comes out looking too thick on the piece. Any help would be much appreciated!

Try using a low opacity, low hardness lighten/darken tool. Just go over the area multiple times if you want more definition. For harder-edged creases and wrinkles, crank the hardness on the brush up some. Alternatively, you could make a new layer, set the blend mode to Overlay, and experiment with how regularly painting with different colors and opacities on that layer affects the layers underneath. If you use this method, you preserve the texture underneath, but it can get a bit confusing dealing with brush opacity, brush color and layer opacity all at once.
edit: Try to steer clear from burn/dodge -- it will very seldom produce any realistic-looking shading.
