Will Tileable 1024 x 768 Textures remain Seamlessly tileable after uploading them as a tga file? I only know 64,128,256,512,1024 will work.. 768 ?
Also is it necessary or advised to convert seamless texture jpg files to tga files before uploading?

Yes, but have in mind a few things:
If you upload a pic with AxB resolution (A not equal B) and put it in a squared shape...a box, resolution will change, you will se a squared image, so you have to adapt prim shape to resolution.
1024x768 is too big for sl and takes lot of time to load, therefore generates lag. Try to use resolutions below or equal to 512.
If you upload a jpg the asset server must decompress the image and then show it, so it is recommended to use tga that is uncompressed.

Depending on what format you receive them you might need additional software to open them and convert them to the file format for SL. Since you mentioned also in your other post the textures were from some kind of RL Architectural Design company, the companies I know of that offer that service normally use a CAD file format, DXF or DWG I think, you will need compatible software to view and convert those files. As Kahiro said, try sticking to 512x512 when you upload, for a full explanation see the sticky at the top of this forum by Chosen, it is quite detailed about what you can and can't use in terms of sizes and formats.

The textureyou upload will be resized to 1024x512 (It'll round down to the nearest compatible multiple) but otherwise will be the same texture.

All images are jpg's. I have some architectural Design software which allows me to render 3d Images with applied textures to the surfaces (similar to SL's setup) for virtual walkthroughs of building designs. The original File for the Buildings are dwg's but the Light Fixtures, Daylight and textures are applied afterwards, so there is actually quite a big market for upscale Photo textures for the Architectural Design Markets. Thanks Kahiro, I mainly wanted to know if the 768 is a recognized size. I guess 10 Lindens will tell me, lol . I was also wondering about the 1024's because they do take a long time to load. I have been resizing everything I import to 512 unless it is something with insane amount of detail.

I think the word is 'power,' not 'multiple'. 768 is indeed a multiple of 2. And of multiple of 4, 16, 32, 64, 128 and 256. It's not a power of 2, though.
