Yes. Pixels are pixels. Whether any particular group of them happened to have come from a photograph or a scan or was painted by hand, they're all pixels, just the same. People do source textures from photographs and scans all the time.
Just keep in mind, you'll need to know what you're doing in order to make any image usable, especially if your goal is clothing. You can't just scan a pair of jeans and have it automatically work as a clothing texture. Scanning or photographing is just the first step. The real work begins after that. Oh, and by the way, forget about JPEG. Keep your working document lossless and uncompressed, always. If you're scanning, you can just scan directly into a PSD in Photoshop. If you're photographing, then unless you've got a really cheap camera, you should be able to take photos in RAW format. Assuming you do have that option, RAW is the way to go. JPEG is a lossy, low quality format, a relic from the days when storage space was hard to come by. It was a fantastic achievement 20+ years ago when it was first invented, no question. But today, with the exception of the Web, the last place where file size is still more important than visual quality, JPEG has no place in the modern world. _____________________

I use scans of jeans, lace, fabric etc.. in my files. I have also taken to using photos of folds to use as well. It is what makes my items look realistic and helps in saving time when creating outfits (who wants to spend hours "painting" a seam anyway).
Also you can buy wonderful resource packs on the internet if you do not have the time to scan all of that stuff in: www.turbosquid.com www.renderosity.com www.contentparadise.com If you come up with your own resource pack - you might consider selling it, as many people doing this may not have access to a scanner or the ability to create this stuff quickly...
