Does anyone know any freeware or shareware programs that can be used to edit RAW terrain files? I tried GIMP and it did not seem to recognize the RAW file. I don't have Photoshop, so that is not really an option for me at this stage.

Free software that edits RAW files are few and far between. You can however use an image viewer that can convert them between another format to RAW. Try Xnview. Its free. http://www.xnview.com/

From my experience, the raw terrain files are interesting, but creating an interesting landscape is difficult.
I edited the terrain file using PhotoShop to get the general shape of my land -- square and flat (22m high)...and then edited the land in world. The results are great.
I tried to landscape using photoshop but ended up with un-interesting hills and valleys.
One advantage that editing the terrain file has , is that it makes trnasitions a lot smoother than you can achieve with the in-world tools. For example, making a deep body of water results in nicely rounded edges as opposed to drop-offs and uneven edges. I find more value in editing the file once I have the land the way I want it to smooth out the rough areas.
The raw file is also a useful backup tool without having to rebake the terrain (version history etc).
The island guide provides pretty much all of the information you need.

Then, does it need to go through Xnview a second time, to be saved as a .raw file again? I looked at the photoshop website, it is going for about $700 right now, so I would prefer another non-photoshop solution, if available.

Apollo, have you seen this? I googled "gimp raw plugin" and it came up. There's not much of a description, but it's apparently a RAW saver for GIMP. I also found this forum thread on the Digital Camera Resource Page, which talks about how to use Photoshop plugins with GIMP. Further down the thread, someone linked a PDF which supposedly reviews a bunch of free RAW plugins (and presumably mentions where to get them). I haven't read it myself, but you might want to check it out.

I am unfamiliar with working with sim terrain files myself, since I've never owned a sim. Hopefully we have a sim owner who can reply to this. But as far as I know, in the estate management tools (you have this if you own the sim), you can download the RAW file for the sim inworld, edit it, then upload it back again. Xnview can open RAW files and you can save them as another format for editing. However, the information contained within the 13 channels would have been lost due to the conversion. I don't know what is the resultant data when you save it back as a RAW for uploading. You might get funky results, or none at all. So, not much luck there.
