"A lighting effect" is a pretty vague term. What are you trying to accomplish?

I've made wall textures that appear to have light being cast on them from canister lights in the ceiling. No real illumination, just the illusion on the wall. I've also made wall lights where I used the local lighting property on a prim light to cast actual illumination in-world, but this is always omnidirectional and can't be blocked by prims to get a lampshade effect. Finally you can make a "beam" of light as a phantom prim...

What you can not do is have a texture that by itself, when applied to a surface, actually casts light...

So... More details, please? And then maybe someone can assist you.

I need a template that when properly colored has the illusion of giving light from an opject in the center of it. The lighted part should be in the shape of the hourglass.

Sounds like you want a donut shape...mostly Alpha, with a little color tint...and it has a light source at the center.

When lowered over a 'lantern', the donut would appear to light up the surroundings.

Most photo editors have lighting effects that simulate the effect of light striking a surface. This is usually pretty easy to apply, just pick the direction, angle, and intensity and you're done. Paintshop Pro which I use does this handily, and I'm sure most others have this too. It sounds like you need to just apply that to an image and upload as a texture.
