ETA:: Might wanna stick with one program, and take time and learn it well. It generaly becomes easier to do faster that way.

I don't do a lot of texturing, so I've gone the very cheap route. I use both PSE and an old version of Photoshop (6) that I bought on ebay, and often have to switch back and forth. The reason is that I like to inspect the alpha channel, which you can't do in PSE. On the other hand, a newer version of PSE will allow you to use downloaded brushes, which PS versions before 7 don't support. Of course if cost is no object, just get CS3
