If anyone could explain an efficient way to amke fishnets please share . ive searched too long and found nothing to help me . Any help is appreciated

Your question is a little vague. I'm assuming you are asking how to make fishnet type texture, not how to model a net for catching fish.
There is a fishnet texture alreasy in your library, but you probably already know that. To make your own, there are several easy methods (note: easy does not mean it's not tedious).
Personally, I find it easiest to work subtractively for this type of thing. In other words, start with a solid mass of color and then selectively erase.
First decide what shape the holes should be. They could be round, square, lacy, whatever. After you've decided on your hole shape, draw it on a new layer in a solid color (not just lines, make sure it's colored in). Once you have it the shape you want, scale it way down, and duplicate it evenly across the canvas. Turning on the grid will make placement easier. If your duplicates end up spawning new layers, merge them so that all the "holes" are on one layer. Ctrl click the layer icon to select all pixels on the holes layer.
Without deslecting the holes pixels, change your layer selection to the layer that had your solid mass of color on it and press delete. turn off the holes layer and you will see your solid color layer now actually has holes in it.
Making this useful for clothing in SL is a whole other tutorial. Suficeth to say if you know how to make clothig, you'll be able to adapt this to the templates pretty easily. If you don't you wont. If the latter is the case, I highly recommend starting with simpler fabrics until you have youir techniwue mastered. Getting all the holes to line up evenly on an av can be tricky if you don't know how to line up anything at all yet.

I can offer another solution assuming the same as the previous:
If you have photoshop or a program with similar capabilities, you can make a small, black and white image in a way like Chosen Few described, and use it to define a pattern. It can then be used to fill a selection in the alpha channel (or the entire alpha channel if you do so desire).
