I was hoping someone could help me out in getting started making tats. I am not sure if there is a template to do this, and if not that someone can help me get started.

The templates to use are the same ones you use for clothing, available in the downloads section of secondlife.com. Just paint whatever you want on them, upload them as textures, apply them to a skin layer or an under garment layer and you're done.
