Is there any way to make a texture for facial war paint? I want to keep my present no mod skin. I know that I can make an attached paint type object such as a sliver of a hollow sphere, but I would really like for it to be a texture. Thanks

Short of modifying the texture you've currently got on your face, the answer is no. Sorry.
Unfortunately, there's only one layer to work with for the head. You'd need at least two to apply war paint or makeup or scars or tattoos or anything else over an existing skin.
If you made the skin yourself, it's no problem, of course. But if someone else made it, your best bet is to talk to that person. They might be willing to do it for you, or they might give you permission to download and modify the texture. The latter is unlikely, but anything is possible.
If the skin maker says no, then your only other (legal) option is to use attachments.
