Arc

Chip midnight kindly gave me a link to a tutorial for drawing wrinkles (several actually) one of them involved using a brush and then using the transform scale, then transform warp to Arc the brush stroke! I'm using Photoshop CS which unfortunately has no Warp or Arc option in Transform . I tried all the transform and distortion filters and was unable to create the same effect, anyone else know how I could warp it ?
