Only by exporting, changing it on your computer, and re-importing, which will cost you L$10 per texture. You can't scale the resolution in-world.
Save the texture to your hard drive, change the resolution with Photoshop or some other app, and re-upload the smaller version back to your inventory.
Personally, I'd name the texture the same as the original, but add "-sm" to the end of the name, to indicate it's your smaller version. That way you still credit the original source, and can easily match it to the original that you paid for.

Sorry, LL won't let me tell you where I sell my textures and where I offer my services as a sim builder. Ask me in-world.

Ceera is right. Export, resize, and re-upload is the only way. Personally, I use <filename> + (256, 512, 1024, etc.) to keep track of separate file sizes where the image is essentially the same.
