Hiya Babsie

On www.slexchange.com I came across a box of full permission hair textures already made, It may include what your looking for.

If you mean alpha map for hair texture so that it looks like ending in separate strands, create a vertical gradient from white (bottom) to black (top), then run Distort -> Wave filter on it, with type set to square, small (3-10) number of generators and 'repeat edge pixels' option checked.

You can use resulting image as transparency map for hair tips. To smooth it further it may help to run the motion blur filter with direction set to vertical (angle: 90) and distance set to something like 100-200 pixels depending on size of you image and the effect you are trying to get ^^;
