The GIMP is free software, so the people writing the manual are the same people using it. Have you read the manual yet? If so, which part didn't make sense?

By default the fill tool only fills similar colors. Hold down shift when clicking to fill the entire selection. With the gradient fill you need to click and drag to set the range and direction for the gradient.

You might need to make sure of whether you are filling with the foreground color or the background color.

The OP has version 2.6, and unfortunately, the latest help file available is for version 2.4.

You really need to be working on a transparent layer above the template layer but I think what's happening is the fill tool is filling only a couple of pixels and not the whole selection. You could have altered the threshold slider when you selected the fill tool. Look near the bottom of the Tools panel and set the threshold to 255 (max).

Check the tools dialog for Fill.

If you want to fill a selection, hit the 'fill whole selection' radio button.

In general, with the Gimp, if a tool doesn't do what you expect it to, you can fix it in the tools dialog.

Maybe this is the problem?

When I try to create a selection right on the template, and then try to use the bucket tool, nothing happens.

Create a new transparent layer. Then create your selection on this new layer. Your bucket tool should work now.

Odd. This only happens on one of my templates. Others work just fine. Anyone have a guess as to why?

I always draw on a transparent layer. Sometimes I'll crop something I've drawn to make it easier to move around, resize, apply filters to, etc and forget that I've done that. When I, say, want to use bucket fill (or gradient fill or even draw a line) I'll be trying to do that outside the cropped image.......nothing will happen since I have that particular layer selected as active. You'll notice it when trying to select areas with a selection tool too. Set your cropped layer to "Image Size" or create another transparent layer for your bucket fill to work. The marching ants will give a clue most of the time too.
