I've seen these around here and there but I'm at a total loss on how they're made. I figure perhaps put two set of iris'/eyes in one texture file and hope it'll separate itself, but that seems a far chance, seeing as eye's aren't objects to swish and rotate textures :\
anyone know of a way? ~__~

You can essentially make "Contact Lenses" with a different iris pattern, and use the eye itself as the attachment point. I saw this used quite well a little while back, to make feline eyes that were scripted to be sensitive to light and dark.
