I I am trying to texture the outside of a building that has textures inside as well. When the repeats of the textures inside are changed, it also changes the outside textures. Is my only option to cover the outside of the building with a thin skin and textue it seperatly? I don't want to spend the prim, but may have no other choice. Can anyone help me with a solution?

Drag a texture onto the side of the building that you want it on instead of doing it through the editor and changing all the texture at once. You can have all the sides different doing it this way. But they all have the same amount of texture repeats per m2.

In the edit window, up at the top, click on the 'select texture' option. Then click on the single texture you want to change (repeats, rotation, anything) and play with it. So long as you only have one texture selected, you can change just that one texture.
It also works with SHIFT+CLICKING to select more than one at a time to change in the same fashion. Say you have the entire inside wall that you want to put at 2 repeats. Use the select texture option, click on the first inside wall texture. Hold shift down and continue clicking to select all of the inside wall textures. THEN change the repeats in the edit window.
Voila! Different repeats on the inside and outside of your prims. Big fun!
