Is there a way to make edges clean if they are at an angle? I use Paint Shop Pro 7 and am trying to make a backless shirt. The side edges always come out ragged if they are not on a 90 degree angle.

Making diagonals clean and not jagged is the purpose of antialiasing. If you are using a painting tool, make sure antialiasing is turned on. If it's a selection tool, make sure feathering is turned on. Feathering will help the selection blend into the background.
Search for "antialias" in the help in PSP for more information. I'm a die hard Photoshop fan so I don't know a whole lot about how to do things in PSP. I have it but I never use it.
