I can't seem to get a natural *gentle* wind effect with some of my fabrics. Is there a magic combination of softness, gravity, drag, wind and tension that resembles a curtain billowing gently on a summer day, for instance? Also, what Material setting is best for this?

Not exactly sure what you're going for, but I have "flapping" flags at my store that are *not* the scripted type. They take advantage of the flexible option and the SL prevailing winds in game. Anything flexible is also phantom, so it may not work for your curtains, as they may blow right out the window (while still attached to the rod) and you may not want that. You can't control where the SL winds blow, just how your item reacts to them.
Grab a copy of the center flag (it's the freebie) if you're interested in the flex settings I used on it.

Thanks, Abba. I will check out your flag. The effect I want is a subtle billowing, like from a very gentle breeze. I am using the flex attributes with no scripting (as you are, I guess) but my prims seem to hang at a tilt whenever I use wind. I'll keep tweaking it though.

I think the problem may be the wind itself. It seems to blow fairly steadily. No calm periods to let the curtains relax.
Maybe you could use a script to periodically change the objects flexi settings? You could create your own calm periods then turn on the wind effects to simulate a wafting breeze.
The wind direction may be another problem to work around as well...

I think you may be right about the wind velocity. I wish there were a setting less than .500. Good idea about scripting the flex settings. I haven't progressed that far yet but it would be a good thing to learn, I'm sure. Appreciate the suggestion.
