Try fey brightwillow , she has 1 or 2 complete with tam as well jsut not sure which tartan it is.

There might also be a pretty good market for this sort of thing in the Steampunk Victorian sims of Caledon.
I'd never seen a higher kilt per avatar ratio anywhere else...

I can personally attest to the quality of the work on these. Haven't tried the new flexi-kilts yet (I bought my clan tartan one week before the new flexi versions launched, darn it), but I've been very happy with my kilt and Lacy's other products so far.
