Tapering Pants

Hey, I was hoping someone out there might know the reason why my male friend's pants always 'taper' at the ankle. What I mean by that is they cling to his leg at the bottom instead of there being a slight flare as they are designed to have. Anyone know why this would happen and how to correct it?

Did he try altering the APPEARANCE => PANTS => CUFFS FLARE setting?

Also check the pant leg length. If it's too short the pant cuffs will hug the leg and not flare out.
