Does anyone have a way of designing a skirt without the textures distorting in the center? I've tried everything I can think of and still have no luck with it.

The reason skirts are like that is due to a limitation in the way SL handles the avatar skinning. Vertices in the skirt mesh can only be effected by one leg or the other, not both. This causes all the stretching to happen along the center row of polygons in the skirt mesh. The only way to try and minimize it is to try not to put any detail in that area of the texture. Leave it as much a solid color as you can so it won't look too bad when the legs are apart.
