I'm not sure if this is the right place,or if building tips would be better but...
Is there a prim limit as far as clothing is conserned? and if so where are the prims assigned to?

Prims attached to an avatar may have a negative impact on sim performance, such as when a lady wears 'hoochie hair' that has thousands of tint twisted torii for her ringlets. But they don't count againts parcel or sim limits. SO you can attach literally thousands of prims to an avatar if you want.
Whatever 255 x the number of attachment points works out to, that would be the limit per avatar, since an attachment has to be a single linkset, as far as I am aware.
