As far as I know, audio in SL has always had a Doppler effect. Perhaps the default setting has been increased?

I've heard doppler in SL since 1.6-ish. It's a base part of the FMOD library I believe.

Second Life has had doppler for as long as I can remember.
By the way, you can change the level of the effect in the audio preferences menu
