If your basis for judging quality is a real world--particularly historical--context, I always vote for Ordinal Enterprises/Ordinal Malaprop whenever this comes up. Her product line isn't immense, but each piece is a work of art. The scripting is amazing too as with her Webley revolver which breaks, loads, and ejects fired casings just like the real version. She also does alternate history-based designs that are really splendid like her hand-held mini gatling-style full-auto rifle.

Outland Tech makes the Jahi rifle which is quite a work of art. It's a SciFi weapon, but has great particle effects. Pricey though. You wont find one in the hands of a cheapo griefer.
